Edward Jagnandan's Background Questioned

Recently, after reading an article in the local paper, a concerned citizen had questions about a new administrative building being named for the Wilson Housing Authority executive, Edward Jagnandan.



Edward Jagnandan, aka Dr. J needs to address the community about issues surrounding past projects, terminations and failures to comply with HUD guidelines and regulations that are surfacing. Broken promises, overzealous expectation and misappropriation of government funds does not warrant this man to have a building named for him in Wilson NC. Especially when he has a track record that shows otherwise. Is the City of Wilson, the County of Wilson, local elected officials and the Wilson Housing Authority Board members that gullible and ignorant....REALLY?

This man is a crook. And because he talked funny with a foreign accent, looked black and acted liked he knew what he was doing Wilson ding-dongs downtown welcomed him with open arms and figured they had met their quota for minority representation. Hope it comes back to bite cha.

I have known this man professionally for over 16 years and during that time I have not witnessed any wrongdoing. The man has worked hard for the public and has produced some amazing projects. The housing industry is a difficult business with funding cuts and bureaucratic red tape at every turn. It can be difficult to navigate and ultimately some will not make the grade. Edward has proven to be able to make difficult business decisions that have not always pleased everyone. A Directors job is to find the best candidates and allow them room to complete their tasks. If they fail the Director must step in and remedy the situation. Edward has proven that he can make these decisions quickly with some individuals getting left behind. All this discussion regarding Edward feels like hostility from some that have been left behind. Keep doing your good work and remember you will never please everyone, as hard as you may try.

have you followed his trail of waste fraude and corruption for the last 16 years from city to city he has been fired from or let go under questionable circumstances> this man is bad news everywhere he has been and accepts no responsiblity for any wrongdoing or accountability for his actions. he always blames everything on subordinate3s, thet he ultimately is reponsible for . or HUD out to get him ( they know his track record better than anyone) or the "man" has a political vendetta gainst him. as a concerned taxpayer and citizen i choose to provide newspaper archives to public officials surrounding this shyster and con mans past. if it were an isolated one or two or even three or four incidents , i would have given him the benefit of the doubt.but this cat has been bad news to every municipality he has ever been associated with and the scathing HUD audits of waste and incompetence and unaccountability have already reared their ugly head here. and this questionable character , who is a close friend and associate of mayor Rose and whom Rose defends vehemntly, was alsp a close friend of the Indianapolis IN mayor , whom hud found , me Jagnandan was awarding multimillion dollar"no bid"contracts to political patronage cronies of that cities mayor in clear violation of HUD regulations. our city council , who appoint WHA board members and cosponsor grants and bonds with the WHA, depite the denial of no connections to WHA by the city by Mayor Rose. as usual like both our city and county governm,ent no one semms to want to accept accountability or responsibility for anything. especially the leaders whom should say the buck stops here. the only buck that stops ther is if it is in their back pockets.

Many of you here try to smear Mr. Jagnandan and don't have facts to back up your claims. Jagnandan has had a terrific record of 35 years in the housing
business and some of you want to pull snipets of articles in his past that shows no wrongdoing or anything illegal. Jagnandan was hired via a national search and thorough background checks were made on him before the job offer. That's the facts. If you feel that you have something relevant that shows he had done something wrong or illegal, then you should take that right away to the District Attorney and have him charged and procecuted immediately.In fact if what is being said like he left a trail of waste, fraud, and corruption for the last 16 years from city to city and that he has been fired from or let go under questionable circumstances is true, this man would have been barred from working in the housing industry by HUD. Please research HUD rules on that. Why not talk to this man or folks that know him or even go in to the agency(WHA) and ask questions and get facts. Do not shoot from the hip of something you know absolutely nothing about.So either you continue to smear this man with nothing thats relevant and things that has no bearing on his job performance in Wilson or have a life.
The facts is important and you need to know them. Do not show your ignorance and hide behind this computer.

Take this man to court for all the illegal activites you are claiming he has committed.You know if he had committed the things you and others are talking about, he would have been barred from working in housing.He is in Wilson to stay so get over it. I checked out those articles that you were talking about...first of all, there are a LOT more positive ones out there than those few that you're talking about. And those that you're talking about are VERY old - over 10 years ago, and refer to little things, such as taking a trip in a company car and considering getting a closer parking place...things that most reporters would have found to be un-newsworthy. I could not find ANY record of his being charged with any crime, such as a no-bid contract or any kind of fraud at all. Nevertheless, you have accused him of all of these things. These old articles certainly do not reflect on his performance today. He has so many good things planned for Wilson - especially East Wilson, which desperately needs some help. We all really need his leadership and he just doesn't deserve the kind of abuse that you are dealing out. Please - check out your facts before you speak.

i have checked out my facts. i have 8 newspaper articles by the pittsburgh gazette. 8 by the indianapolis star and three by the biloxi miss newspaper. none of them good. i had to apay to archive these articles from municipalities all ofver the country detailing his misdddeeds. if they are not true then every newspaper in every municipalit5y he has ever worked in a liars and out to get him as he claims everyone is and accpts no responsibility or accountability for any of the numerous questioanble practices . i cant beleive HU*D lets this hsyster be incgaRGE OF ANY FED DOLLARS AND FUNDS AND HAVE ERESCINBED OR FINED MANY DOOLARS BACK IN HIS CURRENT AND PAST LOCALES. Lets expose your lies and ignorance. First of all you can talk about all the articles out there and none will show that Mr. Jagnandan has committed any crime or done anything illegal. If that was the case, he would not have passed the background check upon hiring. Additionally, HUD would have banned him from managing a housing authority. So dont continue to spread your lies. Also, you mentioned misdeeds yet have no evedence to take him to court with charges...in other words..no guts because you know its not true.You talked about federal funds taken back..yet you know that the $440,000 that was taken back was done due to an error in clicking the wrong city on the computer. You know this,yet you choose to lie to the public and continue to smear this good man.This man as conservative as he is has never been involved in waste, fraud or mismanagement because he would have been prosecuted already.
Yes you choose to continue to lie on this man furthering slandering him here.
You do make baseless accusations. Have you also pulled up the hundreds of articles
that give him excellent coverage for what he has been doing over 35 yrs. Yes you have lied and if it was true that he did something illegal or was involved in any of the accusations that you have accused him of, he would not be this position and he would have already been prosecuted.

I've been following the discourse here on the Daryl Barber put down of the WHA Exec. Director. Regardless of whatever newspaper articles you managed to find from years ago, the important thing is what's going on NOW. I would say that anyone who manages to come through an Inspector General audit lasting a whole year, with only a few minor findings is doing pretty well. Most certainly, if there were any trace of any funny business, they would have found it.
So, why not just lay off the man and let him do his work? He has done a fine job at WHA, from what I've seen.

Edward Jagnandan's brief and sometimes rocky ride as head of

the Indianapolis Public Housing Authority apparently is at an end.

Members of the authority's board of commissioners asked for his

resignation Monday morning. Shortly after, Jagnandan was escorted

from the agency's offices.

Westside. The move was blocked by HUD, which ordered the contract

be opened to competitive bidding.

Edward R. Jagnandan was ousted when the Indianapolis Public Housing Authority board lost confidence in him, according to reports in the Indianapolis News and Indianapolis Star.

Jagnandan could not be reached for comment. But his attorney, Rick Skiles, said from his Indianapolis office, "There was absolutely no wrongdoing on his part, none whatsoever."

Jagnandan's termination came after an attempt to award authority business to a company with political connections to Indianapolis Mayor Stephen Goldsmith was thwarted by the U.S. Department of Housing and Urban Development.

New Allegheny County Housing Authority Executive Director Edward R. Jagnandan Wednesday denied any malfeasance or mismanagement at his previous job as head of the Indianapolis Public Housing Authority.

Jagnandan said he did not directly attempt to steer housing authority business toward a favorite contractor of Indianapolis Mayor Stephen Goldsmith, one reason for his departure cited by the city's newspapers.

Board members also complained Jagnandan had not kept them abreast of authority projects.

But Jagnandan said he was forced out last November after only 11 months when he was caught in a power struggle between the Republican Goldsmith and the Democratic faction of the Indianapolis housing authority board.

"It was a no-win position for me," Jagnandan said at a news conference at the authority's Downtown offices. "Possibly one of the happiest things that ever happened to me was to leave and get out of there."

Jagnandan, 45, a native of Guyana, South America, assumed control of the authority yesterday. He has more than two decades of public housing experience, including stints heading public housing in Birmingham, Ala., and Port Arthur, Texas.

Jagnandan takes over an authority that was on the U.S. Department of Housing and Urban Development's troubled list as recently as 18 months ago. The authority continues to be troubled by high vacancy rates and low employee morale.

Jagnandan said his first priority is to boost morale at the agency, which has operated without a permanent director since George Arendas stepped down in January.

Jagnandan will earn $85,000 annually - $12,000 per year more than Arendas, who resigned to take a private sector job. Jagnandan also will get a $15,000 relocation and temporary housing allowance.

Jagnandan's departure from Indianapolis was connected to Oscar Robertson/Smoot, a contracting firm closely connected to Goldsmith, who appointed him to the housing authority's top job.

Jagnandan acknowledged he initially suggested hiring the firm for a new $30 million housing project, based on recommendations by Goldsmith and others.

"I was fairly new and did not know the politics of the city," he said. "I took (the advice) to mean this was a good company, and suggested to my board we should probably go that route."

Jagnandan also denied published newspaper reports the authority was ordered by HUD to competitively bid the project rather than awarding it outright to Robertson/Smoot.

Jagnandan said, "HUD suggested and I concurred" other bidders should be permitted.

Authority board members already were upset with Robertson/Smoot over its work overseeing a $35 million renovation of various Indianapolis public housing communities. Jagnandan said he was unaware of the board's dissatisfaction with the firm when he first advised retaining it.

"After I found out more and more about this company, that they probably did some shoddy work in the area, I immediately changed my mind about making a recommendation and retracted that recommendation," Jagnandan said.

Jagnandan said he experienced no significant problems in Port Arthur, where he ran the city's housing authority from 1991 to 1996.

But he acknowledged he abruptly left his job in Birmingham in 1990 after 21 months after a fatal shooting in one of the city's housing projects.

"The city council and the mayor were trying to find someone to blame for the death," Jagnandan said.

"They said the executive director should have provided more security and it wasn't done. But even the (project) residents themselves said that's not true."

Jagnandan said he voluntarily resigned about two weeks after the homicide "out of principle and frustration."

In fewer than 60 seconds, the housing authority's board of directors accepted the controversial Jagnandan's resignation and appointed a new acting director without any public explanation.

Board members then barricaded themselves in Jagnandan's empty office to avoid talking with reporters.

After his resignation was accepted Monday, former Executive Director Edward Jagnandan painted an upbeat picture of his departure from the Allegheny County Housing Authority and of his relationship with the authority's board.

But according to the terms of Jagnandan's employment contract - obtained Wednesday by the Pittsburgh Tribune-Review - he would have to have either been fired or forced to resign to receive the $46,910 in "liquidated damages" the board agreed to award him.

Authority board members have been conspicuously silent about Jagnandan's exit after a special meeting to accept his resignation and name Deputy Director Frank Aggazio as acting executive director.

In his letter of resignation dated July 3, Jagnandan said his departure would entitle him to "liquidated damages. The "damages" were determined to be half of his $85,000 annual salary, plus any unused vacation and personal time accrued during his time with the Housing Authority, his contract stated.

Board members would not say whether Jagnandan had been forced out, but Jagnandan's contract specifically states that he would be entitled to the liquidated damages only "upon the occurrence of the executive director's employment being terminated, either through forced resignation or dismissal..."

Board Chairwoman Deborah Booker, who did not return phone calls yesterday for comment on the contract terms, had previously said board members were advised by their general counsel, John Joyce, not to comment on the nature of Jagnandan's resignation.

Daryl Barber...thanks for sending these articles. After looking them over, I don't see what you're talking about. There is no mention of any fraud. And, that no-bid contract you mentioned, clearly was not carried out, according to the posted article. You need to realize that when you get to the level of Exec. Dir., especially in some cities, the position becomes highly political. It appears that Edward was simply caught in some political situations that caused him to leave. And, you can't really mean that because he left some agencies many years ago, that he should leave now? That doesn't make any sense at all. This is truly a smear campaign against an honest and dedicated person and you would do better than to spend all your (obviously extensive) time trying to tear him down.

If you Barber feel that you have something relevant that shows he had done something wrong or illegal, then you should take that to HUD as you said you did. HUD just finished a year long review of him and WHA and found no fraud, abuse, mismanagement or the things Barber is alluding to. Baarber can also go to the District Attorney and have him charged and procecuted immediately.In fact if what is being said like he left a trail of waste, fraud, and corruption for the last 16 years from city to city and that he has been fired from or let go under questionable circumstances is true, this man would have been barred from working in the housing industry by HUD. Why not talk to this man or folks that know him or even go in to the agency(WHA) and ask questions and get facts.I understand, Jaganandan even invited Barber to meet with him twice and he refused. WHA president responds to audit article

By Edward Jagnandan


In reference to your article of Feb. 4, titled "Audit reveal housing issues," I feel that some clarification is in order and I feel I must respond in ample time to the citizens of our Wilson community. Although the Wilson Housing Authority acknowledges there have been some issues that may seem alarming to some, especially those who are not familiar with the day-to-day operations of the WHA, I feel the article did not totally represent the true picture.

Yes, we had problems but they were miniscule in comparison to the volume of work that was done correctly during that period of time. The WHA has been effectively managed, despite the high volume of turnover in the Section 8 and Finance departments. As a direct result of allegations made by disgruntled employees, the OIG (Office of Inspector General) was deployed to the WHA to search for fraud, misappropriation and malfeasance. Although the OIG conducted an exhaustive yearlong search, absolutely no trace of fraud, misappropriation or malfeasance was found. However, a few procedural errors were found (hence the article) and we do appreciate the OIG making us aware of our weaknesses. We will use that awareness to strengthen our agency and solidify our mission.

In response to the allegations of improper selection of families from the Section 8 waiting list, this matter was attributed to human error and has been acknowledged by both the WHA and the OIG. Furthermore, the human error was made by a temporary employee and when discovered by management, corrections were made prior to OIG's arrival at the agency. Also to clarify, the program has always only utilized one Section 8 waiting list.

As for the matter of improper termination of Section 8 families from the program, high staff turnover in both the Section 8 and Finance departments played a vital role in this issue. Also adding to the severity of this finding was the fact that erroneous financial information was provided by previous employees. It was later discovered that funds had actually been available to retain the Section 8 residents, but had been misreported. After this was discovered, a massive effort ensued to reinstate those families who had been removed from the program.

In our zeal to "fast-track" the reinstatement of the displaced residents, some of the landlord contracts were not signed. This is one of the OIG's main findings.

Currently, the Authority is disputing the OIG's claim that $109,778 should be returned. And as was stated in the WHA's response to the OIG on Dec. 9, 2010, "The WHA acknowledges that the housing assistance payments were made on 86 units even though the Housing Assistance Program (HAP) contract was not executed. It is important to note that these units were occupied by eligible WHA voucher holders, the units were inspected before the families moved into the units, and rent reasonableness determinations were completed. Subsequently, WHA determined that all of the owners were eligible to participate in the program. Unfortunately, manpower shortages during a massive lease-up period resulted in the HAP contract being misplaced or overlooked. When this matter was brought to the WHA's attention, WHA executed all of the HAP contracts to be effective with the term of the assisted lease."

Also, documentation has already been provided to OIG that the $7,148 that has already been repaid came from non-federal funding sources, thereby making this issue's inclusion in the original audit irrelevant.

In addressing the allegations that none of the Section 8 units that were inspected by OIG auditors "met minimum housing quality standards," this issue is a matter of interpretation. Our housing inspectors follow Housing Quality Standards (HQS) guidelines and enforcements, are fully qualified and are provided training as necessary. The WHA also disputes the idea that previously reported HQS deficiencies were present during the Agency's previous inspections and had not been addressed. That idea is simply not factual and documentation was provided to substantiate the repairs had been completed.

To say that our families are allowed to "live in substandard housing" is preposterous. Every effort is made every day by our entire agency to ensure all our families have decent, safe and sanitary housing.

I want to assure the Wilson community that this agency is being managed in an effective and efficient manner. The Wilson Housing Authority maintains a financially sound operation. Upon my arrival at WHA, the agency was not financially sound. However, within two years of my leadership, the agency had doubled its reserves by the end of 2009 and we anticipate continued growth. At the end of this fiscal year, our agency will again close its books with a major surplus.

My vision upon my arrival in Wilson was to not only lead the WHA into prosperity, but to guide the Authority to a status of growth without limitations.

Under my leadership the Section 32 Homeownership program has been implemented and will provide low-income families the opportunities to own a home, a dream that most likely would have been unattainable for them without this program. Currently, a former public housing resident is preparing to purchase a home through this program, yet another goal that would not easily have been achieved without the homeownership program.

Another example of the "move forward" approach to leadership is the competitive stimulus grant for the greening of 68 public housing units - the only one granted in N.C. By making these units more energy efficient through the "greening" project, the units will be more cost effective for the residents, bring needed dollars to Wilson, and save resources.

The agency has received additional Section 8 vouchers from HUD, which is a clear and vivid indication of HUD's continued support of our ventures in providing services for our citizens. These vouchers, first and foremost, kept displaced Cherry Hotel tenants from becoming homeless.

In addition, the WHA has applied for the HOPE VI neighborhood revitalization grant and a tax credit application has been submitted, which would provide more rental opportunities for low-income families. The agency is also preparing to issue bonds that would enable WHA to provide additional subsidized units for the elderly.

Our goal is to provide the best housing that we can to those who qualify, help to revitalize East Wilson, bring as many grants to Wilson as possible for job creation, and follow all HUD rules to the best of our abilities.

Thw Wilson community knows Jagnandan and his terrific track record of managing WHA...moving an agency from almost on the verge of financial ruins to massive surplusses each year for the past 4 years. If he was that terrible, why did the OIG report after a year of review and investigations found no fraud, corruption, misappriation, etc..ask yourself those questions Barber.

Jagnandan is a crook with years of practice. Those articles are not fake articles reporters in the areas he used to work and make this stuff up.They didn't call one another from all of these states where Jahnandan worked and say hey, fellas let's attack Jagnandan. The articles are facts. They reflect his service to those communities. or lach thereof. And if some of you took the time to research yourself you too would have to ask yourself a few quesrions about this man's track record. Just because some of you people want to sing his praises and talk about how good he's been to this community and cover up his track record doesn't mean the truth is not the truth. Barber has shared the reports from 4 different states about this man and his track record speaks for itself. But of course, you don't want to hear about that. But even the negative articles do not indicate any crimes. Are you saying that Mr. Jagnandan was fired from Indianapolis because of one contract that he had mentioned to the board? Get real. This is a quote from one of the articles that you just submitted about Jagnandan....

"I was fairly new and did not know the politics of the city," he said. "I took (the advice) to mean this was a good company, and suggested to my board we should probably go that route."
Jagnandan also denied published newspaper reports the authority was ordered by HUD to competitively bid the project rather than awarding it outright to Robertson/Smoot.
Jagnandan said, "HUD suggested and I concurred" other bidders should be permitted.

So...other bidders WERE, in fact, permitted. What you fail to understand is that whenever there is a political "falling out" between someone at a high level and the board, there usually are no details leaked out by either party. That leaves the news media scrambling around, trying to make sense of it. They just plain got it wrong. Sometimes a director leaves because of partisan politics, sometimes for philosophical differences, health reasons, etc. It doesn't mean that he did anything wrong. Rest assured, if Jagnandan had left because he had really done something wrong, he would have been charged and debarred from ever working with HUD programs. HUD is very strict about this. What's more important is not the distant past anyway; it's how he's performing at WHA that counts. And, he has done a wonderful job. The agency was almost bankrupt whenever he started, and he has provided the leadership to make the WHA financially sound. That's a fact. The HUD audit that you mention is really trivial, compared to the average HUD audit of other authorities. And, Jagnandan's responses clear up any confusion about that report. You might want to read it, since you keep repeating the same misinformation.

y6ou are lyinjg about meeting with jagnandan. i went to the wha board meeting . a liitle snow flakes and they said it was postponed. i asked to speak to him and i though he would come down. i wqaited and waited then i asked the young lady at the desk when the meeting was to be rescheduleed. no one knew bu thtne she said jagnandan was in and if i wanted to se him . at that time i said no. i wanteed to ttalk to some board memebers first. i called valerie shells and she avoided me tlike the plaque and couldnt seem to make time for me. i callec mr eatmon at oic and left a message to return my call and havent heard fro him so i sent all my info to the office of theinspector general of hud and to mrs creech at the times who wrother the story on the scathing audit here in wilson just released that you unbeleivimgly dont see any major issues with. are you of sane mind and body. i wonder how many normal cirizens or thboose affected by all these violations and indescrpentcies think about it . if i can i am going to try to run the
wt report on the audit. it is too lontg to do in one comment. i want the average citizen to see how many violations and accounting discrepentcies they can find in this one audit. and i and i doubt most people would consider them minor.

i cant publish creech article on the audit. the times has told zette we cant copy and paste verbatum their articles. zette if you can find a way to post thae major issues in the article, i think any citizen with any common sense at all would agree there is a major problem at wha , forgetting about the four other cities that fired him. as for the articles i got in the mail i think the few ones praising him were from port arthur tx . that may have been the only former city where he worked at that he was not firede. i also noted they cam e in a county government envelope strangely like the one ellis williford sent me his reponse to my questioning abou the miller road taj Mahal purchase. i think i understand. ther will be no further comment from me because some people can handle or want to accept the truth if you hit them square between the eyes with it. the time and hud oig can do what they will with it. and if anyone wants to try to smear me , have at it. i have no further political ambitions and i think i have laid it all out on the line so no one is going to extort me or intimidate me into not exposing corruption and waste as i see it. make what you want to about my ability to work. ill take my doctors and ss doctors expert advice on that .someone stated i dont care about the poor. i greatly care about the poor and consider myself among them. i live off a modest fixed income as compared to most yers in the 75 to 100k range when i was able to work. i can tell you which income level is alot easier to get by on. the times has already told about my previous almost 30 year old dwi charge that was reduced. so unless you have a picture of me and goat geting cozy together, feel free to smear me all you like. i have no further political ambitions and could care less.

It's just a matter of time before Jagnandan is exposed even more. And it's also funny how all these articles some folks keep referring to are not surfacing from the search engines when put in Jagnandans name. Usually employers want at least the last 10 years when they do a background check. So who was on theboard when he was hired and who exactly hired him to come to Wilson with full redemption and pardoned all his fraudulent sins. The man has a track record of abusing the system and he's always just one step ahead. But I've always heard what you do in the dark will come to light. As we watch and wait for that moment in time when its Jagnandans turn.

He done named a building after him and got the city folks all in an uproar about his executive guidance of directing. He and Rose and the rest of the Wilson crooks are destined to be exposed. You seem to have no new information; just the same tired old criticism...here are the facts:

FACT: The word "outstanding" may be subjective, but Jagnandan's record of pulling troubled and underperforming housing agencies into high performers is well-documented, with numerous awards.
FACT: In spite of a year-long, thorough investigation, the OIG was unable to find any wrongoing or mismanagement, just procedural and policy errors, which have already been corrected or are being corrected. I'm sure you read Jagnandan's letter in the Wilson Times, but chose to ignore it.
FACT: You are obviously on a vendetta and have no interest in getting at the truth, simply looking for anything that you can to trash your ex-boss for firing you. Did you ever consider that YOUR POOR WORK, not Jagnandan's, was one of the primary reasons that there were findings by the OIG, and that YOUR INCOMPETENCE, not Jagnandan's, was the reason you were fired in the first place? People who live in glass houses should not throw stones. Sometimes those stones may be thrown back.....

you seem to have no new information. denying reality. hud found plenty of mismagement violations. mismagement means the boss or manager in charge was not doing his job or the people who are under his supervision , who he is reponsible for are not doing their jobs and i dont know what you term wrongdoing ? is paying money to people who are not eligible wrongdoing? i say yes . is not keeping balanced accounts and unaccounted for funds wrongdoing? i say yes. is allowing tenants to live in substandard or unsafe or unsanitary housing that you are responsible for wrong doing? i say yes. and i could go on and on but whats the point? anyone who has taken a look at his track record and the two hud audits reported since he has been here in wilson can come to the conclussion very easily that this man not only does not deserve to have a public building named in his honor, we should fire him like nearly all his revious employers appear to have unless there is a nationwide newspaper conspiracy to discredit this man

Jagnandan's response in the Wilson Times column covers those issues; most of which have already been corrected But you don't want to acknowledge that, because it might appear positive for WHA - and that's not what you're all about, is it? It's obvious that your mission is to smear, regardless of the facts. There is really nothing that can be said that would prove to you that you are wrong about this because it's not about right or wrong, it's all about revenge. How long will this continue....? No actual facts, no crimianl charges and no debarrment from any other housing authority he worked at. So what are you trying to accomplish Darryl, absolutley nothing! Edward Jagnandan has done so much for the low income residents in Wilson since he has been here and planning to do more. So really is that why you're mad because the low income families can now have a chance to live in your neighborhood.You can't say too much about that because then you may sound racist so you go after the man who is in charge. Since Edward has came to Wilson he has brought hope and happiness to the residents here and in Wilson, and for his staff they are happy to work for a guy who is geniue, sincere and compassionate to help others. These comments and accusations that Mr. Barber is making is not hurting or will stop Edward and his staff but will encourage them to work hard to give you more to talk about. Edward should feel very special to know that he is thought about everyday.

I personally enjoy working with Mr. Jagnandan and all the staff here. I support the ideas that he brings to this agency and the vision that he has for the agency. If there is something that you have and would like to share with OIG, HUD, or the WHA Board, please feel free to. I guess my question would be What have you done to help the community? I'm not for smearing anyone's name cause I'm sure we are all equal in GOD's view, but besides digging up dirt and making a person feel bad or look bad what positive action(s) have you done to improve our community. Have you gone to this person (Jagnandan) and talked to him personally about his past jobs and visions that he has had or just wanted to make a big mess out of this? What is your motive for real? It just seems that if you felt there were any wrongdoing you would first try to solve it with him and if that didn't work that you would then take it a step further. OK people, here we are again. Kudoos to Mr Jagnandan for the work he does. Really; what purpose are you serving by smearing this man. If he had corruption in his background to be sure the interview panel, the attorney and the Board of Commissioners would have found it. What would they gain by hiring him if all this was true? we understand that. this shyster decided that on his own , and i am told without a vote of the WHA board, to name a shrine after himself despite his past firing from four of the past five cities he has been employed at and two scathing HUD Office of the Inspector General audits detailing dozens of missuse of funds, unaccounted for funds, unsafe and sanitary conditions of resident housing, paying funds to unauthorized section 8 participants, paying out funds to participants of the home ownership program who had even been approved or signed their paper work yet, duplicious waste of grant funds and so on and so on.the city council does despite Mayor Roses denial have some autonomy over the wha and this Jagnandan charavter. they co sponsor grants including , thankfully the turned down hope VI multimillion dollar grant that has been the center of controversy, at the other municipalities where this Jagnandan charascter has been fired from. i am also told the WHA board is appointed by the city council. the whole bunch seem to take no reponsibility or accountability for any of their actions and relacement of the director, board and the current crop of city council memebers on the upcoming ballot would be highly recommmended.

To the "smear captain"...
Your quote of the "facts" of the OIG report are not just exaggerations - they are in many cases - lies. I took the time to read the report and the responses and found:
1) There was NO "misuse of funds" listed anywhere in the OIG report
2) There NO "unaccounted for" funds - only accounts that had been coded to the wrong account by an incompetent Finance Director (who subsequently was fired). A new, more competent Finance Director was hired, who has corrected all of these issues.
3) The "unsafe and unsanitary" conditions that was referred to in the report was clearly corrected, and was no fault of WHA, but several of the Section 8 landlords. Although the property had been thoroughly inspected by WHA, problems had developed after passing the inspection.
4) There was absolutely NO "duplicious waste of grant funds"...where did that come from? TOTAL FABRICATION!!!
5) All of the rules were followed for the Section 8 tenants. The only thing that didn't happen was that the final signature hadn't been signed by the landlord. Upon discovering this, WHA made sure that all of the contracts were signed. However, the OIG ignored that fact, and put it in their report. It is important to note that these units were occupied by eligible WHA voucher holders.
The HOPE VI grant was given to only 6 of the largest housing authorities in the nation. WHA was not so fortunate; it was very competitive. Your contention that it was a good thing (that WHA did not receive the grant) shows that you have no interest in bettering the economy of Wilson or helping low-income folks; only your hatred of Jagnandan and WHA.
You are most obviously one of the disgruntled ex-employees looking for revenge and hoping to smear anonymously by continuing to throw out misinformation and unfair criticism of a distinguished Executive Director with an excellent national reputation and numerous awards, as well as the WHA, where you used to work before you were fired.

Why are you terrible people trashing the place I call home. I am a resident of public housingand I know these are lies. our homes are not unsanitary or infested. You are be littling those of us who are low income families. To say our homes are unsantitary or infested insinuates that we have no pride. These people respond to our calls at all times. No they can't always do everthing we want but our homes are certainly not unsanitary. If you lived thee you would know the truth. Stop Spreading Lies. Low income families have just as much pride as the next person. Try looking in your own back yard. If there is a family that has bugs thjey have not called maintenance like they are required to do. I call and my home is just as clean as yours.

I think you have read this before. The protocol for any maintenance issue is to call the maintenance department. Whether during working hours or after. The maintenance department responds to calls regardless of the nature. If public housing was infested or unsanitary the city inspector would have already been called. You write out of ignorance. There has been no call of any such nature. Thanks to the resident that wrote in. Why don't you visit our property for yourself. Let us give you a tour. Try telling our families they live in unsanitary housing. (You might get your feelings hurt with this insult). Please. If you don't have any facts step back and stop playing the game of "SMEAR THE MAN" . I am a CPA and have known Edward for 20 years. He has done tremendous good for the City of Wilson, for the housing community, and for the several housing agencies that he has worked for over the years. Being an expert on Affordable Housing I can tell you that the OIG comments and certainly articles in newspapers should be taken with a grain of salt. Give the guy a break

I have known Mr. Jagnandan for approximately 12 years and can’t tell you how proud I am to say, how much of a professional and loyal person Ed is to the housing industry. Mr. Jagnandan has turned around troubled agencies and has won national awards. Ed is a motivated individual who welcomes new challenges.
Everyone is quick to read about the negative press and post a comment but no one wants to read about the good someone has done. Keep up the great work Ed and don’t worry about the haters!

Mr Barber, has it ever occurred to you that the Board of Commissioners at the Authorities that forced Mr Jagnandan to resign were the bad guys, and not Mr Jagnadan? I know personally of at least two cases where Mr Jagnandan was let go because he cleaned house and fired people that were politically connected. Mr Jagnandan was doing the right thing but was forced out because he was concerned about improving the organization instead of playing the local politics. And you should also know that the articles you posted do not support your position. For example, why do you think the Allegheny Commissioners were hiding after they forced him out (as stated in the article you posted). Maybe because they did not have a good reason?
